In practise they are not much use and a small LED torch works better for night time breakdowns especially if the breakdown is electrical, the trouble light probably won't be much use under those circumstances. I would simply restore the enamel finish and leave it as non-working.

The missing/dislocated contact looks like this - {upper complete, lower dismantled.} It looks like the sprung fibre washers thing could be rescued from a similar vintage Lucas car side lamp?
