what you could do is to get a pair of brake shoes relined with soft linings [for road use] at villiers services and try that .
i have a leader and cafe racer arrow but also and NH with half width hubs and the brakes were poor on the NH and much like the leader braking .
i got my shoes relined by villiers services and had soft linings put on them , now i have a reasonable front and rear brake .

i remember my grandfather wrote to ariel back in the late 1950s about the bad front brakes on the 58 leader , ariel sent him a set of brake shoes to try and they locked the front wheel up when you used them , he of course didnt like them but it proves that there are linings that will suit the front brake if you try them and no need for major modifications .

i have a honda cb72 tls front hub in my arrow racer but it uses the early leader forks with the bracket at bottom of the forks , although the hubs are spoked to 18 inch alloy rims and i suspect its all laced up as per honda wheels ..

Simon, if the longer lever arm you mention is the twisted stainless steel one, the angle of the inner cable is not that great & the 'run' can easily be corrected with a coarse needle file, the improvement from just using the extended arm was marginal on mine, heavier cable is a greater improvement.
My 'homespun' TLS, as Brian said, it's a lot of work ....

Bernie - the brake arm almost certainly is the twisted stainless one, I'm surprised the original cable is apparently pretty flimsy (it must be stretching rather than pulling the shoes harder) - I'll give mine a critical comparison with some other brake cable applications.

Hi Simon, it can only be cable stretch, the rear is the same brake but is consistantly very effective, the only differance is it's rod operated (so no stretch)

I made a small batch of parts which you could have if you’re going down this route.
It would need to be welded into place though I’m afraid 🤯
