Nobody has said they intend to ride it, if it’s being restored for static display or museum then there’s no need to worry about the integrity of the frame.

All my bikes are for riding. What is the point of a bike you can't ride??? Re-tubing where needed and strengthening any castings as they are re-used doesn't amount to a NEW frame, Just a carefully repaired serviceable old one. Of course if you have a spare frame and I can't successfully identify the original number with the old frame, I am not looking for needless work. However in my experience you only get offered a frame AFTER you have done all the work! Its also a lot of work to re-tube forks, but its not impossible, just time consuming.

well before you do the work, spare frame with visible numbers, although it has been modified.
