Forged footrests vs plate steel footrests

The Arrow fell over the other day and to my surprise the (rider) footrest just folded up. Being a '61 bike the footrest is the common flat steel plate type.
However, the (very?) early bikes had what looks like a forged-steel footrest. Are these stronger than the later plate type?
(I can think of two reasons for Ariel making the change, one being that plate steel footrests are cheaper to make and the other that it's better to have a weak footrest that gives way than a strong footrest that tears the mounting studs out of the bottom of the crankcase! :roll: :D )
