How do i register ???

Hi, i have just bought a complete but non-running 1930's side valve. It has the tax disc and buff log book dated 1946 with same engine and frame numbers, also original reg plates. I have looked on the vmcc web site for details how to retreave the original reg number, but i find it a little confusing. Has anyone done it with the same details and can explain it to me..a numpty...thanx steve.....
