(The HS looks a bit odd, or is that a works sidecar frame 'spare' that never had a frame number? And without the HS air cleaner and oil tank??)

That's a very early engine number but the gearbox date seems a little late in comparison.
The oi tank looks right and the TT would have had a huge, knee-cracking pancake filter.
The front mudguard stay is right for an early HS too.

As Simon says the real incongruity is the frame with a front sidecar fitting.

I wonder what the dispatch book says . . .

The Despatch Book says a different gearbox number and has no mention of sidecar fittings, although there is mention of them on other bikes on the same page.

Decided to have a good look at the photos

Pic 1 - nice set of sidecar mountings on view and the extension for the silencer mounting and (on standard frames) the pillion footrest lug,
oh, what's that dark blob about half way along?

Pic 2 - is that an HS footrest? And lets have a different look at that frame extension, seems a bit like it's got a complete pillion footrest lug to me!

Pic 3 - left hand side, silencer mount frame extension looks to have been neatly removed (as per HS), possibly another HS footrest, and a good view of all four sidecar mountings!

Pic 4 - closer view of right side frame extension/lower rear sidecar mounting (for interest!)

Pic 5 - also for interest, some cylinder barrel base welding unless I'm much mistaken! And no sign of a frame number (or a volute spring on the exhaust lifter).

My conclusion is that I don't think we've got a genuine HS frame of any type here, unfortunately...

It's an interesting collection of bits and it may well have had the original frame swapped
because of damage.

The front tank mountings don't seem to have the rubbers in the correct place and there is
a cable abutment on the rear brake plate but it does have the longer brake arm without
which the brake rod is very close to the suspension mounting.

The 'official' HS MkI footrest are a welded box and connects on each side on two holes.
e.g. the swingarm pivot point and the standard footrest bolt hole :
