I am reassembling the steering head on a’54 NH and I cannot understand how the grease nipples are meant to provide grease to the bearings in later use? It looks to me like the entire frame will fill with grease before it reaches the ball bearings. Should there be, for example, felt washers on the steering head tube to “encourage” the grease to move into the bearings?

For what it's worth I re-assembled the head races with the felt washers re-installed.
