By it's nature, chrome offers a hard surface finish - though clearly not a rust free one - but after 70 years I can forgive that. It is not simply a case of scuffing it with wire wool or a scotch pad.
Muriatic acid takes off chrome leaving the softer nickel behind. That might be a way to get a better surface to paint. Muriatic acid is very strong HCl (HydroChloric acid) and just the vapors will attack your mucus membranes and rust all the cast iron in your shop.

That acid also gets into Places you CANT get it out of. The PLATED VELOCETTE tanks always had a Rust problem (Internal) Stainless rims are Lovely IF the Holes are correctly lined up for your spoke orientation. Rims with Wobbles and indentations can't be pulled fully straight by spoke tensioning either. We used to be able to have them re-rolled. You can spend a LOT of Money on a wheel. MAKE sure it CENTERED especially on the front. Nev

Hi

I use 'Roltru' rims from The Devon Rim Company:

https://www.devonrimcompany.com/

They're not the cheapest but I've never had one that couldn't be trued to within .5mm.

Regards Mick
