Muriatic acid takes off chrome leaving the softer nickel behind. That might be a way to get a better surface to paint. That acid also gets into Places you CANT get it out of. The PLATED VELOCETTE tanks always had a Rust problem (Internal) Stainless rims are Lovely IF the Holes are correctly lined up for your spoke orientation. Rims with Wobbles and indentations can't be pulled fully straight by spoke tensioning either. We used to be able to have them re-rolled. You can spend a LOT of Money on a wheel.
