I had one of those moments of clarity today.

I got an old 275 from ebay to play with, and I've realised that the top of a 275 is maybe 3/8" lower than the top of the 276 fitted to my W/NG.

That's why my cables are so close to the bottom of the tank!

After a lot of work I was able to adjust the cables and now they work correctly!
