You could just buy two 08 pattern large packs used by the British army from 08 to 32 many are about and they even make them new too. The pannier bags are just 08 large packs after all.

I have a couple of originals on my '49MAC which really are the worse for wear and rot, my intention was to see if I could have them repaired/ resurrected by a local sail maker but if you say these are available, worth considering, can you give a link pse? kind regards
