Ah.....so I think my problem is the amount of powder coat on the top of the shrouds stopping them going into the yoke.

I found that I could not compress the rubbers provided by Drags enough to get the fork top nuts to engage with the threads in the fork tubes. In the end I put the front axle in and used two ratchet straps passed over the axle and top yoke to compress the fork tubes. It worked but it may not solve your problem.
