I am sure that the capacitor should be able to be tested in situ, but probably only with specialist equipment. Cold, they work fine but hot they don't. To change the capacitor involves dismantling the magneto to remove the armature, pulling off the bearing with a special puller, then removing the slip ring and taking the armature apart. Whilst I know how to do this, I wouldn't even think of it. For my 1936 LG I simply took the magneto to Tony Cooper who will do all the necessary work involving such items as new bearings, slip ring, points or whatever else is needed such as remagnetising. A rewind and new condenser will always be part of the job. No doubt other magneto repairers offer a similar service.
