I've never had issues with two plain plates together. They're both on
the same set of splines so there is no relative movement. They behave
just like one thick plate.

Well I purchased some friction plates with modern material just to make sure the clutch would work. They needed a bit of fettling to fit the clutch basket and after that the clutch works fine on the bench i.e. the rod now moves correctly with one ball bearing in the set up.
I am still determined to use the newly corked plates so I installed only two as per Will's recommendation and that also gave the required clutch rod movement. I am going to try two corked plates when the engine and gearbox are in the frame and if the corks bed in I will fit the third plate to give me the standard set up.
