cable tie

Hi, here's a puzeler I came across.
When putting my order of stuff in to Draganfly I added on a black rubber cable tie (part no. 6144-90) just to take the order price over the £5 off postage threshhold.The order arived and I have been trying to figger out how this cable tie works. Can anyone show me the light please.
