WNG-Oil Tank

I've a Problem with the return oilpipe inside the oil-tank there is not enough rate of flow. Is there a reduction or insert in this pipe.

I don't think so.
The return pipe runs straight up the inside and terminates just inside the cap

Why do you think the rate of flow is a problem ? Is the bike wet sumping or anything ?
You generally don't see much out of the return, after the initial startup. On mine I have to put my finger in there to check sometimes as it's just trickling out (not spurting)

The return is greater than the feed so will be intermittent.

HI my 39 350 has a good return flow on tick over with my morgo oil pump

You could slacken one of the domed nuts, holding the rocker box oil feed ? That will confirm that the pump is working and give you some idea of pressure/volume.

If the feed is working and there is little oil in the sump then the return must be clearing it or your oil tank would start to empty and the bike will begin smoking and chucking oil out of the breather etc
