I think the bike is 1937 because of the new style kneegrips (1937 - onwards) but the painted tank panel (ended 1937). The owner has fitted the new twistgrip, the original being a straight pull type. If you look at the inner end of the new twistgrip you can see the reatining rin (about 1/4" wide) which was used for the straight pull type. Incidentally, if someone needs one of these rings, I have rechromed original one - somewhere.

The painted panel rules out 1938.
Is that the reset lever on the PA speedometer just above the chromed bezel?
