My head nut have 21/32.... they are a pair of bolts that I found in the waste can!

Today working with Lathe . Nut ready to cut and threading. I think this is NO correct nut to WNG because cannot put the pannier frame bracket....

I need turning the mudguard stay nut..
Can tell me the hexagon size?
