If you go down the powder coat route the tyre bead will have a tough time gripping the rim. There is a thread elsewhere about tyres moving and causing problems rapid tyre deflation.

Simon, you could try getting the front wheel off the ground and adjusting till it is not rubbing. It is a good idea to clean out the dust regularly while a new set of linings are bedding in.
