You can make a rigid rear wheel fit, say mid late 30s. You'll have to cut a slot in the brakeplate for the anchor, and faff about with mudguard stays to clear the now-in-the-way brake arm, but it is possible and once painted black its not obvious. The later brake will be far better than the 28 brake...
