I might take a punt on a BSA bottom cone as that keeps the set up more or less original and is the least cost option. Paul's background information explains possibly why my original steering stem may have been ground down to take a top cone at the bottom.

The pushrods are enclosed in the barrel if that is what you mean. Apparently, the cam is a 'high lift' one but I would not have known that.
