Thanks everyone, that explains a lot.
I might take a punt on a BSA bottom cone as that keeps the set up more or less original and is the least cost option. Paul's background information explains possibly why my original steering stem may have been ground down to take a top cone at the bottom.

Will, Thanks for your reply. My VH is a bitsa and I was told the frame dates from 1954 but that could be wrong. I can see clearly that the steering lock has been cut off my old steering head and the replacement is identical apart from the fit of the bottom cone. I do have a bottom cone that fits but...

Does anyone know of a source of steering head cups and cones for a 1954 VH500 with telescopic forks? Drags is out of stock of the bottom cone and club spares do not list them. Thanks all for your helpful suggestions. I will try a few things and report back. I have bought a new slip ring but it won't arrive until mid-January. I have a magneto of unknown origin that I have re-built but there is no spark at the HT lead. There is a spark (discharge?) at the points and a continuity test of the armature windings looks good. The pushrods are enclosed in the barrel if that is what you mean. Apparently, the cam is a 'high lift' one but I would not have known that.
