That looks just like the front hub on my '31 Panther - which I believe is a Royal Enfield hub (the rear has the Enfield cush drive).
But as many parts were common to different manufacturers back then it could have come from anything !

I don't see why that would be. An Ammeter (in theory) has zero resistance and doesn't affect the current in any way. Grounding the case to the frame, and therefore the ground potential of the battery, shouldn't affect its operation. There is a light bulb in there of course which is wired to the ligh...

Yes, they just measure the current flowing along a wire. You will have to swap the connections so that you get it showing a positive charge when the dynamo/alternator is charging.
