Dean As Will says, this isn't an straightforward exchange of one head for another. On a pre-1952 cylinder barrel, the barrel spigot won't fit the head (not without being ground to reduce the size anyway). :? I think the rubber that's being mentioned is the air cleaner side of the carb, shouldn't be much vacuum there unless something's blocked...
